
We suspected there was an issue with the physical release of Oblivion Remastered, as Bethesda hadn’t given a clear answer about it in any of their promotional materials.
Even though the game disc includes the main adventure and both expansions, you’ll still need to download extra files before you can play.
The publisher confirms this in a newly published FAQ article, which reads:
The Physical Deluxe Edition includes the game on disc for Xbox or PlayStation, plus all the major expansions – Shivering Isles and Knights of the Nine – and extra downloadable content like Fighter’s Stronghold, Spell Tomes, and more. Please note that you’ll need to download additional content to play. It also comes with a code to unlock special digital items: unique Akatosh and Mehrunes Dagon armor and horse armor sets, as well as a digital artbook and soundtrack app.

You’ll need an internet connection to initially download the game and any extra content, but once downloaded, you can play it offline.
This explains why the box art for Remastered features an ‘Internet Required’ disclaimer.
People initially thought this might just be a small addition, like new armor, but it turns out you actually need to download an update before you can start playing.
