A woman who used to manage a bank is now accused of federal crimes related to stealing mail. Authorities say she worked with two postal workers and someone with a previous criminal conviction to commit the thefts.
According to the U.S. Department of Justice, Tonya Bailey, while working as an assistant bank manager in Georgia, is accused of assisting in opening a fake account to deposit a stolen $4.9 million Treasury check that was taken from the mail.
Federal prosecutors say the stolen check is connected to a bigger criminal operation. Postal workers Shanda Goode and Carnisha Hamilton, both based in Georgia, are accused of stealing mail – including checks, credit cards, and gift cards – over five years. They allegedly sold the stolen items to Francina Juantez Sutton, who has a history of felony convictions for crimes like theft, forgery, and identity fraud.
Prosecutors accuse Sutton of assisting a man named Bailey in February 2023 by helping him open a bank account with a name similar to the one on a stolen $4.9 million U.S. Treasury check. They then allegedly deposited the check into this new account.
Two weeks after the initial incident, Sutton supposedly went back to the same bank and withdrew two cashier’s checks, each for $150,000, from the account. Authorities claim Sutton then used stolen personal information to open two new bank accounts, with assistance from Bailey. They then allegedly deposited $300,000 into these new accounts.
The U.S. Secret Service seized over $4.7 million from the fraudulently opened bank accounts.
A federal grand jury indicted the alleged schemers on March 24th.
Hamilton Goode, Sutton, and a postal worker are accused of working together to steal mail and are now facing federal charges related to conspiracy and mail theft.
Sutton and Bailey face several federal charges, including conspiring to commit bank fraud, actually committing bank fraud, conspiring to launder money, and laundering money. They are also accused of aggravated identity theft. Additionally, Sutton is charged with possessing stolen mail, committing access device fraud, and illegally possessing a firearm as a convicted felon.
