
Batman’s world is getting more complicated thanks to an unexpected enemy. DC Comics successfully relaunched its main Batman comic last September with writer Matt Fraction at the helm, building on the momentum from the ‘All In’ storyline. The new Batman series has attracted many new readers with its focus on classic Batman themes. However, some long-time fans have been surprised by certain changes, particularly the reveal that Vandal Savage is now the head of the Gotham City Police Department.
It’s quite a shift from the James Gordon we know, but even stranger is the fact that Vandal Savage has been Gotham’s police commissioner for almost two years! That means a supervillain has been running the city’s police force for months. While the GCPD has always had some corruption, they’ve never been led by someone who’s actually fought DC’s most powerful heroes. If you’re new to the story, you might be wondering what’s going on – keep reading to find out how DC Comics has been building Vandal Savage into a major enemy for Batman.
Vandal Savage Turned Bad Luck into Opportunity

The problems facing the Gotham City Police Department today started with the “Gotham War” storyline featuring Batman and Catwoman in 2023. During that conflict, Vandal Savage bought Wayne Manor as part of a risky plan to restore his fading immortality. He collected pieces of the meteor that originally gave him his long life, hoping to attract a new one to Earth. While his plan succeeded in renewing his immortality, it came with a major catch: the effect only worked within Gotham City. Leaving the city caused him to age quickly, effectively trapping him there.
Eventually, Gotham’s most powerful people invite Savage to join their inner circle. Leonid Kull, a Russian spy who had gotten inside the Court of Owls, becomes particularly interested in him. Kull wants to create trouble in the city to benefit Russia, so he manipulates events to remove Renee Montoya from her position as Police Commissioner, clearing the way for Savage to take control. Savage quickly turns the GCPD into a weapon and forces Batman to choose: cooperate with him, or face the consequences of his new authority. Predictably, Batman refuses.
Let me tell you, Savage has seriously escalated things. He’s not just a threat anymore, he’s actively hunting Batman with a dedicated squad – he’s calling it TUCO. And it’s not just brute force; he’s playing dirty, framing Batman for a cop’s murder and strong-arming officers to lie on the stand. But the real game-changer is this ‘Operation Peregrine’ – Savage has a complete green light, and a limitless budget, courtesy of the newly elected Mayor Poison Ivy – you heard that right! – to bring Batman in, by any means necessary. It’s a full-on, city-wide manhunt, and it feels like everything’s about to explode.
Why Vandal Savage Works as a Batman Villain

It seems unlikely that this storyline would work – a major Batman villain magically tied to Gotham and targeting Batman simply out of spite? Surprisingly, however, Savage feels like a natural fit in the current Batman comic series. Issue Batman #8 really highlights this, as Bruce finally discusses the severity of the situation with Alan Scott. During a casual coffee meeting, Green Lantern provides fascinating insight into Savage’s mind, revealing that at his core, he’s a conqueror who thinks on a vastly different, almost unimaginable, scale compared to mortals.
Vandal Savage isn’t targeting Batman out of boredom or lack of options. He understands his time in Gotham is limited. However, while he’s there, he’s determined to defeat Batman, seeing no reason not to. He’s a conqueror, and so far, he’s succeeding. He has the resources – political influence, control over the police, and the patience to outlast Batman – to make it happen.
Some people have questioned why Vandal Savage was added to the Batman story, but I think the writers are doing a fantastic job of making him seem like a real danger. It’s not just that he’s taken advantage of a relationship that was previously positive with Gordon and the Bat-Family; he’s strategically outmaneuvering Batman in a way Bruce isn’t used to. I’m confident Batman will eventually find a way to defeat Savage, but right now, Savage is proving to be a truly intimidating villain.
