Batman is famous for having a truly impressive collection of villains. Characters like the Joker, Two-Face, and Catwoman are instantly recognizable, even to people who don’t read comics. While many of Batman’s enemies have become well-known, not all of them are major threats – for every powerful villain like Bane, there are several lesser-known ones like the Cluemaster. Over his long career, Batman has fought countless villains, so it’s not surprising that only a few have become truly legendary.
It’s rare to find a villain as iconic as the Riddler, but that doesn’t mean there aren’t many other deserving characters who deserve more attention. Batman’s most famous foes are so compelling because so many talented creators have consistently reimagined them. There are plenty of other interesting villain ideas that could be just as great if given the same care and attention. We’re highlighting five lesser-known Batman villains who deserve a modern update.
5) Ratcatcher

Ratcatcher started as a simple pest control worker with the unusual ability to train rats. After spending time in prison, he became a villain seeking revenge on those he felt had harmed him. He commanded a massive swarm of rats, attempting to make them the dominant species and frequently battling Batman and his allies. His unpredictable behavior and unusual fighting style make him a compelling character. Given how common a fear of rats is, a villain controlling so many of them is naturally frightening. He’s perfect for leading exciting, self-contained stories, and we’d love to see more villains like him featured.
4) Crime Doctor

The Crime Doctor is surprisingly a highly talented doctor. He became bored with simply saving lives and craved the excitement of working with criminals. He started by treating them, then became an expert in inflicting pain, and eventually sold his skills to the criminal underworld. This makes him a unique villain – he doesn’t commit crimes himself, but he’s crucial to the survival of many supervillains, often operating behind the scenes. His connections run deep within both the costumed criminal world and organized crime, particularly because his brother is Rupert Thorne, a long-time enemy of Batman. While he might not be a main villain, he has the potential to be a significant, lurking threat in many stories.
3) Lock-Up

Lock-Up first appeared in Batman: The Animated Series, and surprisingly, he transitioned to comic books even before Harley Quinn. Originally a patient at Arkham Asylum, he dedicated himself to terrifying and imprisoning those he considered villains. His fixation on locking people up and punishing them became so extreme that he became a supervillain, treating other criminals harshly. This obsession makes him a compelling Batman foe, perfect for stories that explore dark parallels – either for Batman himself or for the police. Lock-Up has a lot to offer contemporary stories, and his return would be a welcome addition.
2) Zodiac Master

Zodiac Master is an older Batman villain who only appeared once in the main story timeline, but his concept has potential. He posed as a psychic who could foresee the future, but secretly made those predictions happen. Essentially, he’s a con artist with a distinctive costume covered in zodiac symbols that also function as weapons. Updating this villain to focus on rigging events and then claiming to have predicted them could be a clever challenge for Batman’s detective abilities. Even if nothing else, his schemes falling apart could be entertaining for readers.
1) The Eraser

The Eraser stands out as a truly unique villain. His method wasn’t brute force, but meticulous cleanup – he’d erase all evidence from crime scenes, leaving Batman and the police with nothing to investigate. Even Batman, the world’s greatest detective, needs something to go on, and the Eraser expertly prevented that. This forces Batman to approach cases in entirely new ways, solving mysteries with no leads at all. The Eraser’s ability to challenge Batman on such a fundamental level makes him an ideal choice for a fresh take on the character and a compelling reintroduction.
