The story of *One Piece* begins ten years after Monkey D. Luffy accidentally ate a Devil Fruit, giving him extraordinary abilities. Throughout his adventures, Luffy faces numerous strong enemies, and each battle helps him become more powerful. Though he often acts silly and lighthearted, Luffy is a brilliant fighter with incredible instincts and a knack for creative combat techniques, like his Gear 2 and Gear 3 transformations. He consistently defeats even the most formidable opponents. However, the Sabaody Archipelago Arc served as a humbling experience, forcing him to acknowledge his weaknesses when facing opponents like Admiral Kizaru and Warlord Bartholomew Kuma.
I’ve watched Luffy grow so much throughout his journey. After the devastating loss of Ace, he disappeared for two years to train, and he came back a much stronger pirate, having mastered all types of Haki. While his time with Rayleigh was incredibly valuable, I think he really hit his stride during the Wano Country arc, especially in his fight with Kaido. That’s when he awakened his Devil Fruit, and we finally understood the full extent of his powers. Honestly, in his Gear 5 form, he seems completely unbound and fights with incredible ease. He’s unbelievably powerful, maybe even unmatched in theory, but he still needs to work on his endurance to truly reach his peak. As it stands now, there are still seven fighters he hasn’t been able to overcome.
7) Monkey D. Garp

It’s unclear who would win in a fight between present-day Garp and Gear 5 Luffy, but most agree Luffy hasn’t surpassed his grandfather at his peak. Garp established himself as a formidable Marine solely through Haki and hand-to-hand combat. Despite his strength, he turned down a promotion to Admiral to avoid serving the Celestial Dragons again. Many considered him equal to Roger in his prime, highlighting his incredible power, though we never fully witnessed his capabilities when he was younger.
6) Shanks

Shanks is a hugely important character in the series, and his power is immense, surpassing even that of the Admirals. His mastery of Haki is unmatched – we see this clearly in the Wano Country arc when he effortlessly intimidated Admiral Green Bull from a great distance, something no other character has ever done. Luffy greatly admires Shanks and considers him a role model, but Luffy’s Haki isn’t yet at the same level to replicate that kind of overwhelming intimidation.
5) Edward Newgate

Edward Newgate, better known as Whitebeard, was a truly legendary figure who achieved incredible power. During the Summit War, he was so strong he physically shook the battlefield, and even the Admirals were intimidated by him. He was Roger’s greatest rival, and what we witnessed at Marineford wasn’t even his full potential – he was past his prime and weakened by age and illness. Despite this, he remained a force of nature.
4) Gol D. Roger

One Piece fans often find it hard to judge character power levels because the story focuses more on legends and reputation than on actually *showing* characters at their strongest. For example, we haven’t seen Roger, the Pirate King, truly unleash his full power in any flashbacks. However, his ability to reach the final island, Laughtale, overcoming so many challenges along the way, proves just how strong he was. Even a fraction of his power, demonstrated by his ‘Divine Departure’, was enough to overwhelm Kozuki Oden, who was considered the most powerful samurai in Wano.
3) Harald

Harald was a highly respected and incredibly powerful king of Elbaf, inheriting his strength from a long line of Giant Warriors. He appears in the Elbaf Arc of the Final Saga, and even a brief display of his abilities suggests he’s comparable to the legendary pirate Rocks D. Xebec. During an infiltration of the Reverie, Harald fought Xebec, and the force of their battle was devastating, affecting everything within a five-kilometer range. This clash was even more powerful than the famous fight between Roger and Whitebeard seen in Oden’s story.
2) Rocks D. Xebec

The infamous pirate, long a source of fear for the World Government, has finally been shown. Decades ago, he used a meeting called the Reverie as an opportunity to secretly meet with Imu, hoping to make a deal. When negotiations failed, he effortlessly killed a Marine Admiral and left without a scratch, proving his immense power. He then caused chaos in the sacred land of Marijoa, defeated Harald, and escaped unharmed. As his backstory unfolds, it’s becoming clear that his strength surpasses any pirate we’ve encountered so far.
1) Imu

From the beginning, *One Piece* has strongly suggested that Imu will be the series’ ultimate villain. As someone who appears to be immortal, Imu possesses frightening powers, like the ability to instantly kill Saint Jaygarcia Saturn from a distance, even near Egghead Island. They can also create and control a powerful army using puppet-like beings. While much about Imu remains unknown, their abilities are incredibly dangerous. No matter how much stronger Luffy becomes in the final arc, defeating Imu will be a monumental challenge.
