
The Levely arc of One Piece stunned viewers when Shanks showed up at Mary Geoise to meet with the Five Elders. After the events surrounding Elbaf, many fans believed Shamrock was the one communicating with the Five Elders and that Shanks remained a fundamentally good character. However, a recent announcement about the One Piece anime has upended those assumptions, creating even more uncertainty about the direction of Shanks’ storyline.
How One Piece Brought Back Its Biggest Shanks Debate
To build excitement for volume 113 of One Piece in Japan, it was announced that Kenjiro Tsuda will voice Figarland Shamrock. However, Shanks is voiced by Shuichi Ikeda, and he was the one who spoke with the Five Elders. Because Shanks and Shamrock have different voice actors, it’s still possible that Shanks was the one present at Mary Geoise.
Shanks is incredibly powerful and has a history connected to the legendary Gol D. Roger, making him someone the world government’s leaders, the Five Elders, would definitely want to consult. Recent events in One Piece chapter 1152 suggest he may have even been one of their elite Holy Knights in the past. This, combined with a recent reveal about the voice actor who plays Shanks, strongly hints at a deeper connection between him and the Five Elders.
It seems the animators may have either decided to portray Shamrock differently than originally planned, or they might not have known about a key plot twist and are now adjusting their approach. Regardless, there were several ways to include Shamrock in the Levely arc, and hopefully we’ll get some answers soon.
Why One Piece’s Shanks Twist Would Be Great For The Story

Currently, there’s no evidence suggesting Shanks is evil. However, portraying him as someone who collaborates with the Five Elders would establish him as a complex, morally ambiguous character. This could significantly enrich his personality, which has felt somewhat underdeveloped after years of appearing infrequently in the story.
Shanks is one of the most enigmatic characters in One Piece, and connecting him to the World Government could be a compelling way to unravel his secrets. While recent hints, like the voice actor reveal for Shamrock, haven’t confirmed anything, this theory remains a popular and intriguing topic of discussion among One Piece fans.
