All Hokage in Naruto Ranked From Weakest to Strongest

Throughout the story, Naruto always dreamed of becoming Hokage, but he soon discovered it wasn’t easy. The Hokage is the strongest ninja in the Hidden Leaf Village and acts as its leader, but leadership requires more than just power. A Hokage needs the complete trust of the village and the ability to make smart choices, especially during difficult times. The village council chooses the Hokage, ensuring they have the necessary skills beyond just physical strength. Since the village was founded, seven Hokage have served, each one earning the love and respect of the people.

Each of the Hokage is incredibly powerful, but their strength levels are very different. They weren’t all the strongest ninja ever, but they’re all known for being great leaders. Here’s a look at how all seven Hokage from Naruto compare in terms of strength.

7) Kakashi Hatake

After the Fourth Great Ninja War, Kakashi became Hokage and led the village for over ten years. When Tsunade retired, a new leader was urgently needed. While Naruto was the ideal choice, he wasn’t experienced enough at the time. So, Kakashi, a skilled and seasoned ninja who previously worked in Anbu and as a Jonin, took on the role until Naruto was prepared to lead.

6) Tsunade

Tsunade, the granddaughter of the original Hokage, was a naturally gifted medical ninja. After Hiruzen’s passing, she became the Fifth Hokage, though her time as leader was brief. Despite this, she was an incredibly skilled ninja who challenged the village’s traditional leaders and their rigid methods. Beyond her medical expertise, Tsunade has astonishing physical strength, a result of her precise chakra control. While Kakashi is faster and more adaptable, Tsunade is far stronger in a direct fight.

5) Hiruzen Sarutobi

Hiruzen served as Hokage for the longest period in the series, taking on the responsibility again after Minato’s death. He was famous throughout the ninja world for his incredible knowledge of jutsu, mastering all five elemental types. He trained the three legendary Sanin, and having been a student of the two Hokage before him, his immense experience showed in his extraordinary power.

4) Minato Namikaze

Minato, Naruto’s father, was a key figure in the Hidden Leaf Village’s victory during the Third Great Ninja War, particularly against the Hidden Stone Village. He quickly became famous as the ‘Yellow Flash’ due to his incredible skills. His wartime achievements led to him being named the Fourth Hokage, though he was only able to serve as leader for a little over a year. Tragically, both he and his wife, Kushina, died on the day Naruto was born when Obito attacked the village using the Nine-Tailed Fox.

3) Tobirama Senju

Tobirama became the Second Hokage after his older brother, Hashirama, passed away. He skillfully led the village through times of war, achieving numerous victories thanks to his incredible strength and mastery of ninja techniques. He was renowned for his vast chakra and deep understanding of basic jutsu, making him one of the most powerful ninjas ever. Sadly, he sacrificed himself to allow his team to escape a dangerous enemy trap. Tobirama was also an innovator, creating many powerful techniques, including the controversial Reanimation Jutsu and the incredibly fast Flying Raijin, among others.

2) Hashirama Senju

Hashirama helped create the village alongside Madara Uchiha, and the villagers chose him as their leader because he earned their trust. He was naturally likable and inspired people, something Madara struggled with. Despite his friendly personality, Hashirama was incredibly powerful – the strongest ninja of his time, and considered the strongest Hokage until Naruto eventually exceeded his abilities.

In the Boruto series, Naruto finally fulfills his dream of becoming Hokage, earning the love and respect of the entire village. He’s only matched in power by Sasuke, and together they continue to protect the village, each in their own way. Despite losing Kurama, many believe Naruto remains stronger than Hashirama, though their power levels were always relatively close.
