A common criticism of the Marvel Cinematic Universe is its handling of villains. Many are poorly developed or feel like one-dimensional characters. Others are either defeated too quickly or left aside for so long that they lose their impact. Even the more interesting villains usually end up either becoming heroes, like the Winter Soldier, or having their stories conclude in a grand, but final, way, as seen with Thanos.
Despite all the powerful heroes in the Marvel Cinematic Universe, one villain has surprisingly managed to stay alive and keep succeeding longer than anyone anticipated. It’s starting to become a real issue – after everything the heroes have done, how has this villain consistently avoided consequences?
Officer Powell Is An MCU Villain MVP

Officer Connor Powell (Hamish Allan-Headley) is a thoroughly corrupt police officer, symbolized by the Punisher logo he adopted. He played a key role in the unjust arrest, trial, and death of Hector Ayala, the White Tiger – a history that made him ideal for Wilson Fisk’s (Vincent D’Onofrio) Anti-Vigilante Task Force. Powell’s willingness to ignore rules and his complete devotion to Fisk made him the perfect, though terrible, leader for the task force, and he quickly became a ruthless enforcer operating without restraint.
Since his debut in Daredevil: Born Again Season 1, Officer Powell has become one of the most successful villains in the Marvel Cinematic Universe. He’s achieved significant victories, including the death of the hero White Tiger and the capture of Frank Castle, the Punisher – and likely others, who were imprisoned by Fisk. He’s fought Daredevil to a standstill, nearly defeated Bullseye and Jessica Jones when they were vulnerable, and also killed Alan Saunders, an informant, and captured Karen Page. He even played a role in the capture and torture of Achilleo Kyriaco, the captain involved in Fisk’s illegal weapons dealings. Despite all this, Powell’s only suffered minor injuries from Daredevil and the Punisher.

It’s surprising that Powell, a key enforcer working for Kingpin, has been able to cause so much trouble for so long without being stopped by any of the heroes. It especially doesn’t make sense that The Punisher hasn’t sought revenge, considering their significant clash in the Season 1 finale. It also feels like a missed opportunity that Daredevil and his team are concentrating on taking down Mayor Fisk without first dealing with threats like Powell.
The new season of Daredevil: Born Again needs to show consequences for Wilson Fisk’s actions, holding him accountable for the harm he’s caused. This isn’t just a standard expectation for superhero stories; viewers also want to see a villain like Fisk finally defeated, representing the triumph over everything he believes in.
