Even though Obito was responsible for running the Akatsuki day-to-day, he was essentially just making small adjustments to a plan Madara had already created. There’s a difference between someone who designs a complex scheme and someone who simply keeps it running – one is a visionary, the other a skilled manager.

The Moon’s Eye Plan was incredibly complex, demanding predictions about the actions of several secret villages, future leaders, and the movements of the Tailed Beasts over many years. Black Zetsu is arguably the most intelligent character in Naruto. His plan, flawlessly executed, used individuals like Madara, Obito, and the Akatsuki as pawns to ultimately revive Kaguya, all without a significant error.

Black Zetsu was a master manipulator, always careful and secretive. It quietly infiltrated the lives of the most influential people in the world of Naruto, remaining hidden from view. Both Obito and Madara thought they were the masterminds behind a grand plan, but in reality, Black Zetsu was the one pulling the strings. They didn’t discover the truth until Black Zetsu decided it was time to reveal itself.
