However, contrary to popular belief, Rocks wasn’t a heartless villain; instead, he harbored a single-minded purpose that sets him apart. While his pursuit to overthrow the Holy Land of Mariejois may paint him as a villain in the eyes of the World Government, there’s more to him than meets the eye.
In simpler terms, for quite some time, it’s been clear that the World Government has caused immense harm and destruction to many lives. Strangely, the Marine Officers, who should be upholding justice, instead aid the World Government in continuing their harmful actions.
