Kali explained to Eleven that they had to take drastic measures because the military would never let them live normal lives. Eleven was reluctant, but she understood it was the only way to protect the people she cared about, and she accepted the necessary sacrifice. The final scene showed Eleven following through with her plan, though there was an unexpected complication.
